For VST Plug-ins you'll have to copy them to Premiere's VST plugins folder. If you aren't using a VST based digital audio editor then you probably don't have a "VSTPlugins" folder. For English based systems it's usually found "C:/Program Files/Steinberg/VSTPlugins/".
The directX plug-ins will show up and you don't have to copy them.
